You encounter Savina about halfway through the story. There are 7 sidequests in the city. There is a house available for purchase in the city.

Savina was built during a recent goldrush. Gold was found at the now famous Goldbrim bridge, which caused a massive camp near the bridge. To house everyone a city was eventually built nearby, now known as Savina.
